STMicroelectronics has introduced a 400W pans power supply evaluation kit that “meets today’s toughest eco-design norms”, according to the company. “Full-load efficiency is over 93% at 230Vac and over 91% at 110Vac, with no-load mains consumption of less than 0.150W [at 230V].”

Called EVL400W-EUPL7, is is built around ST’s L4984D current-mode power factor correction controller and L6699 resonant half-bridge controller.
It is said to meet:
Energy Star v6.1 requirements for computers
European EuP Lot 6 Tier 2 requirements for household and office equipment
CoC (Code of Conduct) Version 5 Tier 2 for external power supplies
And to have ClearResult Plug Load Solutions 80 Plus certifications: platinum at 115Vac and gold at 230Vac.
Output is 12V at 33A, and input can range across 90V to 264V and 45 to 65Hz.
Both controller chips have burst mode to improve efficiency at low power, and L6699’s self-adaptive dead-time reduces primary current.
Both also have a disable input for remote on/off control, that can be used for power sequencing or brown-out protection. They can also interact to switch-off the pre-regulator when operating in burst mode.
ST’s SRK2001 synchronous-rectification controller saves secondary-side heatsink area.
Active high-voltage start-up circuitry using a depletion-mode mosfet reduces residual consumption in normal operation.
